I've been poking around this website, www.cosmint.co.jp/ the address of which I found in a cosplay magazine.

...I've found out that - joy of joys - they take international orders. With a 600 yen fee, of course. But there's tons of great stuff here.
My favorite thing I found so far is the hilariously named "BASUTOAPPUINNA" also known as the "Bust Up" which is guaranteed to turn you into a glamorous character. Er...not so sure about that. But they have similar products for women going in the opposite direction.
The quality here seems to be much greater than the hong kong makes you find on ebay, and the prices reflect that - don't expect to pay less than 200 US dollars for even a simple costume. At least, I haven't found one yet.
EDIT: they also carry spankies -- the short shorts like the ones cheerleaders wear so you don't see their undies when they flash you -- but the engrish just cracked me up: "Even if visible, they are the trousers of OK !!"
